From 2000 to 2005 he was a member of CNEL (National Council of Economy and Labor), as an expert by appointment of the President of the Republic. From 2006 to 2009 he was president of GSE (Gestore dei Servizi Elettrici).

In addition to being a professor at the University of Perugia and Luiss, he is also a lecturer at other institutions, including the Scuola Superiore della Pubblica Amministrazione and at the Scuola Superiore di Economia e Finanza.
